Vertical and Horizontal cursor speed difference?

I'm using Direct or Controller Input method in my game, and notice that the vertical cursor speed is slower than the horizontal one when the Scale cursor speed to screen size is Enabled. The cursor seems to take the same amount to cross from one edge to the other, even if my game is set to 16:9. Is this by design, a bug, a feature or something I'm doing wrong on my end? When disabled, it appears to be moving at the same speed in all directions.

I want the scale speed to be consistent between resolutions (I'm targeting quite a few), so I don't want to disable this setting.

I'm on 1.70.4/Unity 2018.4.

    Perhaps by poor design.

    The scaling will be relative to the direction - so horizontal speed will be dependent on the width, vertical on the height.

    Perhaps both should be dependent on the diagonal size. I shall run some tests.
