context sensitive with change cursor won't work

Hi I know I have done this before but this isn't working. When I use context-sensitive and also I check change cursor based on interaction in the cursor manager it won't change cursor over hotspot why is that. I thought I may have done something wrong but I was checking the forum and this is what I meant to do but it just isn't working.

I worked it out I actually had checked hide cursor when locked in screen's centre?
