If a "Camera: Switch" action (with "return to last gameplay?" = true) is running after a "ActionList:Run in parallel", it won't be executed if the cutscene is skipped.

I can reproduce no such issue. At which point are you skipping the cutscene - before or after the ActionList: Run in parallel Action? If you attach a comment to the Camera: Switch Action and check Print Action comments in Console? in the Settings Manager, does the comment display when skipping?

This is leaning more towards "quirk" than full-on bug, but you just need to check Wait until finish? in the Hotspot Interaction's ActionList: Run Action - or insert a brief pause afterwards.
