Yes, indeed. While the tutorial above relies on the Animation Import tab of an FBX model, events can also be added to animations within the Animation window:
You'll need to make sure that the "Footstep Sounds" component is added to the same GameObject as the character's Animator, but you should be able to access the "PlayFootstep" function when editing the live animation.
