As I couldn't find anything with triggers with a While loop. I looked at cut scenes to get what I was after. I needed a fast way to see if an event has happened since last check Using the Pause Game delay allows a huge time gap. Using a cut scene will allow you to use a ticker for faster updates to insure an event is in fact still active.
