A stupid mistake on my part meant they're missing in v1.45 - though you can still define them within the same ActionList that you use "Dialogue: Start conversation" from, if you check "Override defaults".
To fix this, open up ConversationEditor.cs, find line 159, and change:

Although it was line 157 for me - a final else if statement.
