Using menus with Gamepad

Hello, i have a problem with menus:

when i using menu "buttons" with gamepad in pause mode all works well, 

but when it's menu without pause mode - buttons selection doesn't work. 

(interaction buttons works fine, up/down selection has no effect).

Can you help me? thank you.

AC menus will only work with controllers when paused, because it knows that you won't be using controllers to control the character.

However, if you convert your menu to Unity UI (see this tutorial) then it will rely on Unity's EventSystem for control - meaning you can hook it up to a controller however you like.
