How I can determine the order among overlapping hotspots?

Hi!!

I have two objects overlapping. The front object is little, and the back object is big. When I make the 2D Hotspots, the big lock the little.

How I can determine the order among overlapping hotspots?

    It ought to be determined by their z-position.  If the camera is orthographic, it won't affect their position on screen, but should affect their interactivity order.
