The Recorded ConstantID box is how AC finds scene-based objects from asset files. An ActionList Asset has no concept of a GameObject, only its associated ID number.
One way to have the same Action affect multiple objects (one in each scene) is to give each object the same Constant ID number. You can do this by checking "Retain in prefab?" and making the object a prefab (assuming the object in the other scene is also supposed to be the same prefab).
Alternatively, use parameters. Your screenshots show that you're already using paramters in your ActionList. You can create two GameObject parameters to assign your objects dynamically when this ActionList is run.
