Scene surviving action list awaiting another

I have a scene surviving action list ("one") that calls another scene surviving action list ("two"), both have "Wait until finish" checked.
When "two" then runs an action that changes the scene the following is shown in the console:
"Cannot continue Action while changing scene, will resume once loading is complete." (for list "two")
"Cannot continue Action while changing scene, will resume once loading is complete." (for list "one")

The problem is that once the new scene is loaded, "one" continues before "two" is done (even though "one" started "two" and is supposed to await it.

Where? Please be specific - screenshots of the exact Actions for both lists would be best.

Having an ActionList survive a scene change is quite tricky. Best to have just one such ActionList running at a time. Merge both your ActionLists, or have the end of "two" run a new one once complete.
