I've searched for this, but it doesn't seem to have been any interested before.
I've observed that when you're in a cutscene you don't even see the Save button in the Pause menu... and I'd like that behavior as well for the Load button.
Is there any way to activate that, without resourcing to game state checks? Just by default?

Use it in the Pause menu's ActionList when turn on asset, and use the Menu: Change state Action to show/hide the Pause Menu's LoadButton element accordingly.
