When I untick this the cursor is enabled. I have never noticed this before. Is this behaviour as default and how would I stop cursor disability whilst waiting for the sound to finish?

Unless you define a "Cutscene cursor", the cursor will be hidden when a gameplay-blocking ActionList is running.
If you wish the Action to wait, but the ActionList itself to not block gameplay, set the ActionList's When running property to Run In Background.
