Is there a way to play particles without using Object: Call Event? The particles I want to play are prefabs that could be played in any scene via Action List Asset, rather than just one specific scene, and I think that means Call Event can't be used.

Object: Send message can be used as well, provided you're calling a script function. Attaching the Particle Switch component and calling its TurnOn / Interact messages will cause the attached Particle System to play.
