The OnHotspotInteract event, which begins the effect, isn't triggered if the interaction is unhandled. I shall look into an alternative, e.g. OnHotspotInteractUnhandled, that can trigger in this situation.
If you define an "Unhandled interaction" for a Hotspot - but don't supply an Interaction ActionList, then the Unhandled interaction from the Cursor Manager will use the Hotspot interaction's "Player Action" field settings before running.
In this case, OnHotspotInteract is triggered.
The issue here is that the Hotspot label is not updated correctly - I will address this in the next release. Once done, the template should then work for unhandled interactions when configured in the above way.
