I'm having my particle system activated with particle switch that is being started at a specific moment - can I attach a hotspot on the particles, so say I'm having balloons flying around, the player can touch and pop those by pressing them?
Any direction would be much appreciated

Not if they're particles, no. Unity's Particle System does not allow for components to be added to individual particles.
For the balloons to be interactive, they would need to be regular GameObjects.
