AC certainly aims to provide the foundation for such a game, with movement, Hotspots, dialogue, conversations and UI all covered - so that it's possible to lay the groundwork for your game's logic quickly.
It has a wide variety of options for tweaking the interface to suit your needs, but it may be that you need to rely on some scripting to get things just the way you want. For example, if there's a particular camera to behave uniquely, you'd have to write or provide a custom camera script and integrate it in.
Similarly for the game's interaction system. Life Is Strange has a somewhat unique interface whereby the available interactions (e.g. "Press A to pick up") appear automatically as the player nears interactive objects (Hotspots). For this, you'd need a custom script - but such a script is actually already available here in the AC wiki.
To really get a sense of how AC works, I'd recommend going through some of the tutorial videos. For an in-depth guide to all that AC can do - and how custom scripts can be integrated - you can also download the Manual.
